Why is the requirement for kernel logs? The problem isn't that there are
too many networks listed - that is on purpose.

This is clearly a GTK issue - it can be observed in many other
applications with large menus. For example, in the attached screenshot
you can see how the metacity window menu behaves when the gtk-demo
application is positioned near the bottom of the screen.

This is the exact same problem I with the wireless network list - if the
menu thinks it does not have enough room to display all the items(*),
then it shows the menu with scrolling arrows but it starts with some
items scrolled down and out of view even though there is enough free
space in the menu to show them. The more items there are and the less
room there is, the more the menu is scrolled incorrectly. With enough
items - as can be seen in the first screenshot - nothing is shown on the
screen.

(*) even if it does have enough room as can be seen in the screenshot,
but this is another issue all together.
