No the problem appears if the user installs a kde app, lets kturtle.
There is no way of installing the language support for this app.

  When you install ubuntu and you have chosen a certain language, it
  should install also the package language-pack-kde-?? (where ??=your
  country letters, for example es for spanish). I think that it should be
  on obiquity. It is very unlikely for an new user to find the language-
  pack-kde-?? from Synaptic so he can install it.
