Packaing work required to make the import fly:
webfav needs to use /usr/share/mozilla-devscripts/lp-locale-export.mk to
exports the template (en-US.xpi) during build. Currently launchpad won't auto
import translations, so after you uploaded a new webfav, remember to upload the
webfav.xpi renamed to each locale that is included. e.g. assuming webfav.xpi
has translations for "de", upload it to launchpad after renaming it to "de.xpi"
