This behavior is intentional. You should use ":e" to open files. ":o" only exists to appease POSIX compliance as a vi-clone. If you are getting the "^I" character when tab-completing ":e" or ":w", then you have the 'compatible' option set or the 'wildchar' option is not set to <Tab>.
