I'm curious if this is somehow related:

(rfkill1 happens to be the wwan device, but the behaviour is the same
for both of the entries for the bluetooth device)

according to rfkill.txt writing 1 to that file should hand control to
userspace so I can write to /state to control the device (which is
presumably what the gnome-bluetooth app is doing?)
