Maybe the package is corrupt. Check the MD5 sum:

$ md5sum /var/cache/apt/archives/dpkg_1.15.3.1ubuntu1_i386.deb

The output must be:

db7571063a3146bba596d61a8f823602 if your system is 32 bits

or

8b994e7dc5d5ddb16aacfd1c0a9016df if your system is 64 bits

If not so, there is a bug in the package.
