I am also getting the non-responsive keyboard/mouse.  Dual Opteron,
64-bit Ubuntu desktop 9.04.  Worked fine until the latest update and
reboot.  Xorg.0.log seems to indicate hald hadn't started.  I ssh'd into
the machine to see that indeed hald hadn't started.  I have tried
reinstalling hal and hal-info to no effect.  The /etc/init.d/hal script
looks fine and the symlink (S24hal) is in rc2.d.  I can manually start
it with 'sudo /etc/rc2.d/S24hal start' .  Once manually started, all
seems to work fine.  I am at a loss as to why it doesn't start
automatically.

running 'sudo hald --daemon=no --use-syslog --verbose=yes'  gives a few
error messages about an acl-list problem (error opening/creating
/var/run/hald/acl-list).

Not sure if that is important.
