Public bug reported:

I have added "processor.max_cstate=3" to my default grub options, in
order to try and fix the issue described here:

http://www.thinkwiki.org/wiki/Problem_with_high_pitch_noises

After first boot, everything works fine, and
/proc/acpi/processor/CPU0/power and /proc/acpi/processor/CPU1/power
both report max_cstate: 3. But after hibernating and resuming, they
report max_cstate: 8 and my thinkpad X60 starts whining again.
