Public bug reported:

When my Intel Core2 E6600 is running at stock clocking under heavy load,
only CPU 1 scales up to max speed (2.40GHz). CPU 0 stays at 1.63 GHz,
even if the governor policy is set to "performance" (the default is
"ondemand") on both CPUs. cpufreq-info always reports "current policy:
frequency should be within 1.63 GHz and 1.63 GHz" regardless of what the
frequency governor policy is for CPU 0. CPU 1 seems to work fine.

analyzing CPU 0:
  driver: acpi-cpufreq
CPUs which need to switch frequency at the same time: 0
  hardware limits: 1.63 GHz - 2.45 GHz
available frequency steps: 2.45 GHz, 1.63 GHz
available cpufreq governors: conservative, ondemand, userspace, powersave,
performance
current policy: frequency should be within 1.63 GHz and 1.63 GHz.
The governor "performance" may decide which speed to use
                  within this range.
current CPU frequency is 1.63 GHz.
