I managed to work around this bug by adding user accounts to the "root"
group in /etc/group.

Yes, I do know this is a nasty, odiferous kludge, with so many horrible
security implications that I can't even count them, but my elderly mom
(who really doesn't understand the difference between Windows and Linux
and only knows that she hasn't been able to use her camera on her
computer) would probably have gone out and bought a new camera AND a new
computer some day if I hadn't found some sort of fix (or messy pseudo-
fix) for this problem NOW.

Presumably, the right way to fix the problem would be to change the
permissions on the usbdev* special file created in /dev when a camera is
connected.
