when I type
  apt-get install xyz
which isn't actually called package I should get something like
  E: Couldn't find package xyz
  Did you mean
  libxyz-1.3
  libxyz-dev

This functionality is already available when a user types a command that
isn't not installed, but this is not useful for installing libraries.
