The umountnfs.sh and umountfs.sh scripts cannot do their jobs if there
are still processes running.  This is the primary reason we kill things
on shutdown at all, because we can't unmount filesystems if there are
open files.

The sendsigs omit.d directory is intended for processes that are
designed to permit unmounting underneath, or required to maintain the
filesystem - you should file bugs on things that are missing them
