I have the same issue, but to difficult things a bit, the popup error
notification windows does not show the conf filename, it shows the
following:

The file '\UffffffffO' could not be read or does not contain recognized VPN 
connection information

Error: does not look like a Cisco Compatible VPN (vpnc) VPN connection

but with the scape codes formatted to current charset. I've been trying
to copy the file, renaming it, cheking content for <32 char codes. And
all it's ok.

Opening the VPN connection with vpnc-connect from command line runs
fine.
