Binary package hint: scim
The tooltip reads "Setup utility for Smart Common Input Method
platform".
"Setup utility" describes what the program is, rather than the action
the user performs. All other tooltips in the menu describe an action
like "Configure", "Browse the Web" or "Customize".
Unless I know what a "Common Input Method" and a "platform" are this
tooltip is completely meaningless.
