Ugg, I hate it, please do the followng:
Start a bash, ie at the prompt type
$ bash
then
TEXMFVAR=/var/lib/texmf
TEXMFCONFIG=/etc/texmf
RUNNING_AS_SYS=true
export TEXMFVAR TEXMFCONFIG RUNNING_AS_SYS
bash -x fmtutil --all > fmtutil.log 2>&1
and send me fmtutil.log
