This bug is about the bluetooth killswitch and the killswitches in
/sys/class/rfkil for both bluetooth and wifi do work with 2.6.31-rc5.
This means that bluetooth can be toggled in System -> Settings ->
Bluetooth.

The problem with wifi is another one. The connection to an access point
needs to be disconnected before disabling the wifi, but actually using
the killswitch to disable the wifi (what is done when pressing the
hotkey) works. A description and a work-around can be found in bug
#401015

One thing to the bluetooth toggle: It would be very nice if there was a hotkey 
to disable bluetooth, one of the four hotkeys above the keyboard could be used 
for this. The first one is already mapped to lock the session, the acpi codes 
for the other three are the following (the second number is increased whenever 
pressing the key):
 - hotkey ATKD 0000001b 00000003
 - hotkey ATKD 0000001c 00000002
 - hotkey ATKD 0000001d 00000002
