libatasmart 0.14 uploaded and accepted through NEW. I also uploaded a
new devicekit-disks which uses the new libatasmart.

Can you please upgrade to devicekit-disks version 005-0ubuntu6 (will be
available in some two hours), move back the rules (well, the package
upgrade will reinstate them automatically) and check if that fixes the
problem for you as well?

If you still have the resets, please include the output of

  sudo skdump /dev/sdb
  sudo skdump jmicron:/dev/sdb

(assuming that sdb is the drive in question), and check if either or
both of those commands cause USB resets. Thanks!
