Binary package hint: firefox

Several Firefox bugs -- such as recently LP bug #18995 -- would benefit
from an explanation of why Ubuntu depends on upstream to take patches
and cannot add its own.  Many bugs end up attempting to document this
(and often, failing miserably).  An authoritative policy document on
this topic would clarify the issue and hopefully help move repetitive
discussions away from Launchpad bug reports.

The best I have found so far is the Mozilla Team's FAQ page, which is so
general as to be almost information-free: http://tinyurl.com/ubuntu-
firefox-tm-faq (redirects to wiki.ubuntu.com)
