This bug affects me as well.   I run Karmic, and I have never been able
to resume from standby because of bug #290019.  That's fixed for me now,
and I see now that I need to restart NetworkManager after I wake up from
standby.

A plain "sudo /etc/init.d/NetworkManager restart" does not work.  I have
to "sudo killall NetworkManager && /etc/init.d/NetworkManager start".
