Binary package hint: transmission

I set the upload limit to for example 10kbps. The transmission interface 
indicator seems perfect acording to this limit, the speed appears to be obeyed. 
But when I check gnome-system-monitor, I see 30 or 40 kbps upload speed, with 
nothing else running. It looks like Transmission is measuring the speed 
incorrectly, and as a consecuence the actual upload speed is uncontrolled and 
this makes other internet activities very slow.
I'm running
