I can confirm this bug on all of my Ubuntus.: 2 9.04s and one 8.04. There is a slight difference in the error message "Could not open location; you might not have permission to open the file" on 9.04 and "Could not open location" on 8.04 If totem is launched from the terminal I get a similar to the reporter's message.
