We have already removed Evolution from the dependancy list for do-plugins. This is actually a problem with the distribution packagers. When building do-plugins it is possible to remove the plugins that require external libs (like evolution, the google plugins, etc), so we leave it up to the distro packagers to package these plugins separately.
It might take a while for the packagers to do something about this, so in the meantime you can always build from source (it's not that complicated... really) and you won't be required to have evolution. Stop by #gnome-do on irc.freenode.net sometime if you need help obtaining / building the source.
