I have the same issue. One core is usually pegged but top / htop / ps do not show any process using more than a few percent of CPU. This is when I log in under my main account, the one with sudo privileges. When I create a new account with the "Desktop User" profile and log in as that user, I do not see the high CPU usage behavior.
