I turned this off deliberately, because on systems where the default text mode doesn't extend all the way to the edges of the monitor (quite common) it can look really ugly to emphasise this by having a blue background. https://wiki.ubuntu.com/DesktopExperienceTeam/KarmicBootExperienceDesignSpec#Bootloader calls for black too.
You can configure this for yourself by editing /etc/grub.d/05_debian_theme.
