Thank you, update-manager gui was reporting an update to update-manager- core and would not apply it, leading me to falsely believe that my system was fully up to date.
After running apt-get upgrade and resolving packages incorrectly "held back" via the command line, I was able to fully update and I now see the nifty new button with the keys on it, and it works.
