Public bug reported: Under kernel 2.6.31.8 (Kubuntu Karmic alpha 4), plugging a device into a USB port does not make any changes to /dev/ (e.g., /dev/sdb fails to appear when I insert of USB memory stick) and the Kubuntu device notifier similarly fails to spot the device. Using kernel 2.6.31.5 (the only other I have on my system) this problem is not there - when I plug in a USB device it is recognized properly, and a new item appears in /dev/.
