It looks like your hardware clock is right (when run --debug --show it
shows the hardware clock and expected local times to be the same), and
your rcS file says UTC=no

I notice that this is an old version of hwclock (2.14) which implies
you're not running jaunty or karmic?  We made considerable changes to
the clock setting layer in jaunty to fix lots of bugs, it's very
possible that your bug is already fixed.

Could you confirm which version of Ubuntu you're running?
