Public bug reported:

I scrubbed my settings and set up as a new user this morning. Upon doing
so, I found that the workplace switcher applet is stuck at 0 rows and 0
columns. The up/down buttons on each number are grayed out, and if you
enter in a number, when focus leaves the combo box, the number is set
back to 0.

To reproduce:
1) Update to "latest" (4:00-ish am CDT) packages.
2) Set up a new, empty user directory
3) Log in as the user
4) Right click on the workplace switcher and select "Properties"
5) Enjoy your newfound frustration.

This may require compiz, but I think it happens with metacity too. Right
now, I'm being bitten by bug 389686, so I'm loathe to try it out again
to verify.
