Public bug reported:

Binary package hint: pulseaudio

I was attempting to enable all the preferences in the paprefs window,
and found I was unable to install anything using the "install" buttons
available on the Network Access and Network Server tabs. Both of these
caused the terminal I had started paprefs from to spit out:

** (paprefs:29087): WARNING **: Installation failed: The name
org.freedesktop.PackageKit was not provided by any .service files

Manually installing the appropriate modules seemed to fix the problem.
