After I upgraded (not sure exactly when) my /etc/cups/cupsd.conf was an
exact copy of `mount -l` with some binary characters on the end.  Not
sure how that got there.  Doing `mv /etc/cups/cupsd.conf
/etc/cups/cupsd.conf.20090906 ;  cp /etc/cups/cupsd.conf.default
/etc/cups/cupsd.conf` solved my problem.  I hope someone can track down
why this happened.
