Click on System tab and then users and groups starts the users-admin
program.

Throws a cannot start configuration error in a dialog box with only an
OK button.

Work around is to start a process that requires admin authentication then 
restart. This seems to fix it for the rest of the time that the user is logged 
in.
If admin authorisation has already been requested for a different process the 
error is not seen.

On my set-up the admin authorisation is rescinded when the requesting
process terminates.
