Yes. In the "Startup Applications Preferences", "Automatically remember..." is checked. I also have a custom running script that saves my session every so often with the "gnome-session-save" command.
I tried reproducing it in a guest account, but it doesn't occur there (I only tested with four windows in two workspaces with several tabs in one of the four windows).
