I just got a new system and am having the same problems with it (Dell Studio 1735), I get 0 volume until about half way up.
Also, I am having the same issue with screen brightness accept that it goes "fully dim" by about half way down in the bar and then if I continue to go down it doesn't go any dimmer but when I start to go back up I immediately get brightness so that half way up it's fully bright.
