I have the same problem. I'm running kubuntu jaunty on a lenovo x60 tablet. My 
mouse looks like this:
    Bus 004 Device 004: ID 0458:0007 KYE Systems Corp. (Mouse Systems)

Often (but not always) when I plug in my mouse, I can see in my syslog that the 
mouse has been connected, but not detected as a mouse:
    kernel: [  479.236066] usb 2-1: new low speed USB device using uhci_hcd and

    kernel: [  479.409619] usb 2-1: configuration #1 chosen from 1 choice

..but if I disconnect and reconnect the mouse several times (or run lsusb) then 
eventually it will be fully configured:
