Travis, this does NOT seem to be a bug, but something related to a bad edited gconf value. If (for example) one of Karmic compiz upgrades corrupted it, but resetting it (by disabling and re-enabling visual effects) solves the problem (maybe because compiz next upgrade does not touch that value), this becomes a question, and stops being a bug.
