Confirmed on Karmic.
You can temporarily solve the problem by creating a symlink : in a terminal,
type
sudo ln -s /usr/lib/libnm_glib_vpn.so.0 /usr/lib/libnm-glib-vpn.so.0
and then relaunch nm-applet
