This bug is not a duplicate of #433701. #433701 requested the Services
tool to be removed, and was "fixed".
This bug is about "Services" being gone, a side effect of important
changes in that part of Ubuntu, and should be left open until another
tool is inplace, or marked "wontfix" accordingly. Essentially the GUI
tool became broken in Karmic and only command line will work for
starting/stopping services for 1 cycle as I understand it.
@Juan Carlos see #433701 for more information on why Services was
removed.
