Public bug reported:

I can't use tftpd-bootp to install ubuntu to another computer that has no other 
option to boot but PXE.
Client can't get ip address for first.
Documentation about this is worst i've seen "Do this, no do that no fuck you" 
style of instructions.
Nothing mentioned on documentation works with 9.04
