Jakub Steiner works for Novell and designed the previous set of OpenOffice icons. I can email him to inquire. Alternatively, you could include it as a new icon set called "Tango New". After all, we've incorporated Human icons into OpenOffice, so we should be able to incorporate Tango New as well.
