I don't believe that this is an Evolution issue. I have been having the same problem with Thunderbird (with the Enigmail add-on).
If you have specified in your ~/.gnupg/gpg.conf file that you want to see ID photos, then such photos will pop up in the default image viewer (xloadimage, eog, or display) every time something is decrypted or verified. This is independent of the frontend you are using. I think the solution is to disable this feature in ~/.gnupg/gpg.conf (it is disabled by default), and implement the displaying of photos separately in each app that requires it (Evolution, Thunderbird, etc).
