Jeremy, please be more specific.
You have been writing about usplash, and that has been disabled during normal 
boot.
Scrolling white text is what is expected, just because usplash is not there to 
hide it.

But more info is needed.
Do you see the xsplash and the xsplash background (from ubunt-xsplash-artwork) 
just before gdm's greeting window?
