I had the same problem. Deleting grubenv had no efect.
Solved it temporarily using following commands in recovery shell
# cd /boot/grub
# rm grubenv
# grub-editenv grubenv create
# grub-editenv grubenv set default=0
# grub-editenv grubenv list
default=0
