Public bug reported:

Binary package hint: software-center

Whenever i run Ubuntu Software Center and then close it even without
installing any software, and then run the Update Manager and issue
Install Updates command it halts at a message in the update dialog that
says "Waiting for other package managers...". This problem goes away
after i restart my system. Perhaps Software Center does not give up the
package file lock on exit?
