  1.1 is should be of little risk and offer much better video quality, and
  stability of bitrate / file sizes for those encoding videos to this free
  format. 1.0 is essentially broken in being able to deliver the wanted
  file size. Decoding wise the bit stream format of Theora has been stable
  already for years, so there is no risk involved in the playback part.
