Decoding wise the bit stream format of Theora has been stable already for years, so there is no risk involved in the playback part. 1.1.0-1 is now in Debian - http://ftp.debian.org/debian/pool/main/libt/libtheora/libtheora_1.1.0-1.dsc - changes at http://packages.qa.debian.org/libt/libtheora/news/20090927T072110Z.html .
