Yes, I still can reproduce it - with freshly updated packages. Note that to 
reproduce it you need to repeat the actions described above more than once 
(after 1st repetition you'll have system users added once, even though they 
are not removed).

So,  to reproduce:
- Open System Settings -> Login Manager
- Check that "Inverse selection" is checked; System UIDs: Below is set to 
1000.
- Click at the end of "System UIDs: Below" editbox
- Hit backspace; you'll notice more users added to the list
- Press '0'; you'll notice that the system users added at the previous step 
are not removed - even though "System UIDs: Below" now contains 1000 as it was 
before.
- Hit backspace, press '0'. You'll notice a second copy of all system users 
added.
- Hit backspace, press '0'; third copy is added
- ...
