Public bug reported:

Binary package hint: gnome-power-manager

Installing ubuntu-desktop on Xubuntu brings, as expected, gnome-power-
manager.

The problem is that when you're in an XFCE session, the xfce4-power-
manager settings show as they were prior to install GNOME, but in
reality gnome-power-manager's settings override xfce4-power-manager's
ones.

Example: resuming from suspend/hibernation locks screen and ask for your
password, even if xfce4-power-manager is configured NOT to lock
screen... but gnome-power-manager is configured to lock it!

Now, why would gnome-power-manager interfere with an XFCE session?
