Public bug reported: Binary package hint: gnome-control-center
When I installed ubuntu 9.04 via wubi, it installed a Dutch keyboard and local although I asked for english. So I changed the keyboard setting after installation. Now in 9.10 (after upgrade) I notice that in regular ttys (/dev/tty3), so not in XTERMs or GNOME terms, the keyboard setting is still invalid. Even after changing to a USA keyboard layout, slecting that new layout and pressing 'apply system wide' does not help. Logging on to a fresh tty still shows the wrong keyboard settings there.
