Public bug reported:

When compiz is enabled it does not select anything in Visual Effects at
all, everything is disabled. It also kills all Alt-related key
combinations. I used Compiz Fusion Icon to switch to metacity, which set
the Visual Effects to "none". When Visual Effects are set to none
everything works properly. If it is set to normal or extra I lose all
alt-related key combinations. When switching to "none" when compiz is
enabled, it disables compiz.

Description: Ubuntu 9.04
Release: 9.04

compiz:
  Installed: 1:0.8.2-0ubuntu8.1
  Candidate: 1:0.8.2-0ubuntu8.1
  Version table:
 *** 1:0.8.2-0ubuntu8.1 0
        500 http://jp.archive.ubuntu.com jaunty-updates/main Packages
        100 /var/lib/dpkg/status
     1:0.8.2-0ubuntu8 0
        500 http://jp.archive.ubuntu.com jaunty/main Packages

This problem either resides in compiz or Visual Effects (I would lean
more towards a mixture of the two. Compiz should not be disabling Visual
Effects, and Visual Effects should not be disabling Compiz. But If i had
to choose one over the two, I'd say it's a problem with Visual Effects
as changing these manually in Visual Effects still produces the
problem.)
