I cannot reproduce this on my desktop machine. If I disable all interfaces 
(ifdown -a), and click "Check", update-manager immediately fails and gives an 
error. If I instead remove the network cable and click "Check", it takes a few 
minutes
(DNS timeout), and then update-manager fails non-silently.

I'm not running NetworkManager on that box, though.
