Ah, ok, I realized how I did it.

Panel size won't go below 23px *if* the gnome "Application font" is set
to default (10px)

If you change the font settings for "Application font" to 6px you can
get the panel size down to 16px (screenshot attached)

To reproduce:
1) Go to System > Preferences > Appearance
2) Go to Fonts Tab
3) Set Application font to "Sans 6px"
4) Edit Top panel properties: 16px
5) Edit Bottom panel properties: 16px

Results:
-Top Panel: Cannot make smaller than 25px (the value goes down to 16px, but the 
panel stays 25px) - *Caused by Menu bar applet which does not scale under 
25px.* - Current workaround is to remove menu bar applet

-Bottom panel goes down to 16px but icons get truncated instead of
getting scaled properly (screenshot attached)
